- چکیده
- دریای خزر یکی از بزرگ¬ترین منابع تأمین ماهیان استخوانی در ایران است که این گروه از ماهیان 45 درصد کل صید درسای خزر را به خود اختصاص داده است. با توجه به سابقه طولانی صید پره در سواحل دریای خزر، هدف اصلی مطالعه مطالعه حاضر تحلیل اقتصادی تعاونی¬های پره در استان مازندران است. بدین منظور تعداد 110 عدد پرسشنامه در 12 تعاونی در سطح استان مازندران تکمیل شد. با توجه به اهداف پژوهش، از شاخص¬های کارایی فنی، قیمتی، اقتصادی و بهره¬وری کل عوامل تولید استفاده شده است. سپس عوامل موثر بر کارایی اقتصادی برآورد شده است. در ادامه نیز علل کاهش میزان صید، عمده¬ترین مشکلات صیادان و تعاونی¬ها از دو منظر کارشناسان سازمان شیلات و صیادان فعال در تعاونی¬ها مورد تحلیل واقع شده است. نتایج کارایی گویای اینست که تنها 7/16 درصد از تعاونی¬های مورد مطالعه دارای کارایی فنی و اقتصادی کامل می¬باشند. نتایج عوامل موثر بر کارایی اقتصادی حاکی از اینست که متغیرهای سن، سابقه، تحصیلات صیادان عضو تعاونی، سابقه و تحصیلات لسمان و میزان صید تاثیر مثبتی بر کارایی اقتصادی تعاونی¬ها دارد، در حالی¬که متغیرهای تعداد روزهای طوفانی، تعداد اعضای تعاونی و شغل دوم اعضای تعاونی تاثیر منفی و معنی-داری بر کارایی تعاونی¬های مذکور دارند. نتایج بهره¬وری نیز نشان از این دارد که تنها دو تعاونی از تعاونی¬های مورد مطالعه دارای بهره¬وری می¬باشند و دیگر تعاونی¬های بهر¬وری کمتر از یک دارند. کارشناسان و صیادان صید غیر مجاز و بیکاری در نیمه اول سال را به ترتیب از مهمترین علل کاهش صید و مشکلات صیادان دانسته¬اند در حالی¬که کارشناسان وجود دلالان را در بازار و صیادان مشکلات بازاریابی را مهمترین مشکل تعاونی¬ها دانستند.
- Abstract
- The Caspian Sea is one of the largest sources of Bony fishes in Iran. The bony fishes accounted for 45 percent of total fishing in the Caspian Sea. Regarding a long history of Pareh-fishing on the coast of the Caspian Sea, the principle aim of this study was the economic analysis of fishery cooperatives in the Mazandaran province. For this purpose, 110 questionnaires were completed in 12 cooperatives in the Mazandaran province. Considering research purposes used technical, allocative and economic efficiency and total factor productivity index, then effective factors on economic efficiency were estimated. In addition, causes of reduced catches and fishermen and cooperatives’ problems were analyzed from the point of view of experts and fishermen.The efficiency results indicated that only 16.7 percent of cooperatives have technical and economic efficiency. The results showed that fishermen’s age, experience and education, Fishing Manager’s experience and education, as well as level of fishing have positive effect on economic efficiency, however, variables of cooperative members, the number of stormy days and fishermen's second job have negative and significant effect on cooperatives’ economic efficiency. The productivity results indicated that only two cooperatives have productivity, although others do not have productivity. Experts and fishermen believed that illegal fishing and fishermen unemployment in the first half of the year are the most important causes of the reduction of fishing and the problems of fishermen, respectively. Experts argued that the presence of the speculators in the market is the main problem of cooperatives, however, fishermen believed that marketing problems are important problem in cooperatives.
