- چکیده
- پژوهش حاضر با توجه به عدم توانایی طرح های شهریِ تدوین شده (جامع و تفصیلی) برای شهر پیرانشهر در زمین? رفع مسائل و مشکلات این شهر و فقدان مسیر و افق مشخص توسعه در این طرح¬ها، با رویکردی راهبردی و با تأکید بر مشارکت ساکنان پیرانشهر به نگارش درآمده است. روش پژوهش حاضر بر حسب هدف، کاربردی و از لحاظ ماهیت، توصیفی ـ تحلیلی می¬باشد و روش جمع¬آوری داده¬ها نیز، با استفاده از مطالعات کتابخانه¬ای و میدانی با استفاده از ابزار پرسشنامه بوده است. اطلاعات میدانی در قالب پرسشنامه از سه گروه شهروندان (382 نفر)، مسوولین (50 نفر) و نخبگان (50 نفر) به¬دست آمده است.
- Abstract
- Since 1990, new approach in planning literature was proposed as "City Development Strategy "by urban coalition affairs. The approach which is a strategic oriented plan emphasize on the stakeholders participation of entire components of society (participation vision) pursues development in economic, social, physical , cultural and environmental dimensions . according to the objectives of this and incompetency of Iran existing plans (in framework of comprehensive and detailed plans) that are more static , classic , physical and unresponsive to the economic , social and management dimensions. due to the combinatory feature ,flexibility and stability of the strategic plans to solve problems , transition from comprehensive plans to the strategic plans seems crucial. for this purpose , because of inability of those plans and lack of vision, the research was written with participative-strategic approach.Its methodology in terms of objection is applied and in terms of nature is descriptive-analytical . data collection is based on the library and field study using questionnaire .field data were obtained by three groups of citizens :citizens ( 382 persons ) , authorities (50 persons ), elites ( 50 persons).after completing the questionnaire , SPSS software and Box's M , Manova ,Tukey ,Kruskal –Wallis tests are used. average of all index from perspective of urban groups respectively is 2.42,2.31,2.15 .it represent that Piranshahr is not in good situation in entitlement of CDS index.results of Manova analysis show the difference among Result of kruskall-Wallis represent that residents of neighborhood have different points of view .and Farhangian neighborhood with high rates of average (18.255) is assigned the first rank. Then participatory vision of Piranshahr is proposed by the recognizing the potentials and frets of the city, analysis of the city in upper and lower plans , study of internal and external experiments in the visioning .finally , by determining the potentials and fetters of Piranshahr including Strengths , Weakness , opportunities , threats and visioning the strategies , proper strategies to the future development are chosen . finally, SWOT-AHP and SWOT-ANP Models analyzing the statuesque. And strategies are prioritized using Expert choice and super decision that results of the using the models and soft wares shows that the strategy of " reinforcement of the external trade function of the city and dependent functions" with points of .374 ( SWOT-AHP) and .357 (SWOT-ANP) is the main sand best strategy for the future development of Piranshahr.
