- چکیده
- با توجه به محدودیتهای موجود در تامین انرژی و نیاز به انرژی پاکی همچون انرژی حاصل از تولید نیروگاههای برقآبی و از سویی با توجه به کمبود منابع مالی کشور و اعتبار محدود طرح¬های عمرانی و با در نظر گرفتن این نکته که، آنچه همواره به عنوان بزرگترین چالش پیشرو مجریان جهت اجرای پروژهها، خصوصا پروژههای برقآبی، موضوع تامین منابع مالی بوده است، نگارنده را برآن داشت در این تحقیق به بررسی روشهای تامین منابع مالی پروژههای برقآبی، بهویژه روش تامین منابع مالی خارجی با ذکر فرآیند گام به گام آن بپردازد و ضمن بررسی اقتصادی یک پروژه تامین مالی شده از منابع خارجی، مزایا آن را از قبیل ورود منابع مالی جدید، حفظ نقش حاکمیتی دولت، عدم لحاظ ریسک سرمایه¬گذاری بیان نماید و در ادامه به محدودیتهای آن از قبیل نیاز به زمان نسبتا طولانی جهت عقد قرارداد، محدودیت¬های قانونی و بودجه¬ای، محدودیت منابع در صورت نیاز به افزایش احتمالی مبلغ قرارداد اشاره نموده و در نهایت به اثرات مثبت اقتصادی آن در بخشهایی از قبیل سرمایه و تکنولوژی بپردازد و پیشنهادهای عملیاتی نیز همانند تعریف مناسب پروژه، طراحی ساختار فاینانس قابل قبول، بهره¬مندی از تیم مدیریتی مسلط و کارآزموده به¬منظور تسریع فرایندکاری، رفع ذهنیت منفی موجود در خصوص کشورهای تامین کننده منابع مالی خارجی، تامین به¬موقع منابع مالی به¬منظور تامین 15% سهم کارفرما و سود دوران ساخت پروژه¬ها، جهت اجرای اثربخش این روش تامین مالی ارائه نموده است.
- Abstract
- Due to the current limitations of producing energy and the need for accessing to the clean energy such as those generating by hydropower plants; and given to the shortages on country’s financial resources along with the limited budgets of construction projects, the biggest challenges facing the project managers for the implementation of the projects, particularly in hydroelectric projects, have been the matter of financing. In this study, the writer has tried to investigate ways of financing hydroelectric power plants, especially foreign financing method with a step by step process. Also in this study, the benefits of new financial resources, protection of sovereignty of the state, lack of state investment risk after the economic analysis of a project financed by foreign sources have been scrutinised. Moreover, the limitations such as the need for a relatively long term contracts, legal and budgetary constraints, limited resources and possibility of increasing the contract costs and the ultimate positive economic effects in areas such as capital and technology have been considered. Some suggestions regarding the operational proposals have been tendered which are in areas such as defining an appropriate scope of project, designing acceptable finance structure, utilising a dominant and experienced management team to accelerate the flow of work process, eliminating the negative mentality of the countries that supply foreign funds, providing timely financial resources to provide 15% of employer’s share and the profit arising from the duration of constructing projects, in order to effectively implement this method of financing have been studied.
