- چکیده
- نابینایان و به طور عام معلولین، همواره در طول زندگی خود، تبعیض¬هایی از سوی جامعه، متحمل شده¬اند.عدم مناسب‌سازی و دسترسی نابرابر آن¬ها به امکانات و تسهیلات شهری و به طور کلی دسترس¬پذیر نبودن جامعه و امکانات آن یکی از مهم¬ترین آن¬ها می¬باشد. این مسئله امکان برخورداری از فرصت¬های برابر در زندگی را از آن¬هاسلب نموده و مانع مشارکت کامل آن¬ها در جامعه شده است. علی¬رغم اهمیت این مسئله، از آنجایی که کمتر پژوهشی به گونه اختصاصی به این مسئله پرداخته است. از این¬رو این پژوهش بر آن شد که به مطالعه دسترس‌پذیری اماکن، امکانات و تسهیلات شهری از منظر آسیب‌دیدگان بینایی شهر تهران جهت ارائه راهکارها و پیشنهاداتی در این خصوص بپردازد. این تحقیق به روش کیفی و از طریق فنمصاحبه عمیق نیمه-ساختار یافته، مصاحبه گروهی و نیز مشاهده صورت پذیرفت. پس از انجام مصاحبه گروهی با شش تن از نابینایان (به منظور هدایت و توفیق محقق در انجام مصاحبه¬های فردی)، سی نفر از نابینایان و نیمه¬بینایان شهر تهران به گونه هدفمند برای مصاحبه انتخاب شدند.بنا بر یافته‌های حاصل از تحقیق، غالب امکانات و تسهیلات شهری موجود در شهر تهران برای نابینایان قابل دسترس نبوده و در طراحی معابر، اماکن و ارائه خدمات و تسهیلات شهری،امکان حضور و بهره¬مندی ایمن و مستقل نابینایان لحاظ نشده است. تردد و جابه¬جایی در سطح شهر و عدم احساس امنیت و دشواری در تردد از مهم¬ترین مسائل نابینایان در این خصوص می¬باشد، که این مسئله به نوعی تمام ابعاد زندگی آن¬ها را تحت تأثیر قرار داده ومانع تحقق سایر حقوق آن¬ها شده است. به علاوه اقدامات صورتپذیرفته در خصوص مناسب‌سازی معابر برای نابینایان نیز از آنجایی که فاقد هرگونه نیازسنجی، اولویت¬سنجی، عدم مشاوره با ذی¬نفعان و به¬کاربست نظر آن¬ها در اجرا، عدم نظارت دقیق بر اجرای آن¬ها و اطلاع¬رسانی به شهروندان در این زمینه، با مسائل و معایب بسیار مواجه بوده و تأثیر چندانی بر افزایش دسترسی نابینایان و فراگیر نمودن شهر برای آن¬ها نداشته¬است. علاوه بر موانع فیزیکی ضعف فرهنگی نیز مسئله مهم دیگری است که دسترس¬پذیر کردن امکانات و تسهیلات شهری برای نابینایان و حضور آن¬ها در جامعه را با مشکل مواجه ساخته است.در پایان نیز راهکارها و پیشنهاداتی جهت دست¬رس پذیر کردن و فراگیر نمودن شهر برای نابینایان ارائه شده است.
- Abstract
- The blind and generally the handicaps, always during their lives suffer from some discriminations in the society, the lack of environment adjustment and the unequal accessibility to city’s facilities and generally the inaccessibility of society and its facilities is one of the most important difficulty which they always face. This problem preventing them from enjoying equal chances in their lives, in other words prevent them from complete attendance in society. In spite of importance of this problem, rarely a research deals with it in particular. So the purpose of this research is studying the accessibility of places and city facilities from the blind people who live in Tehran point of view. So that at the end provides some methods and offers. This research has been done in qualitative method and through deep, half structured interviews, group interviews and also observation. After completing interview with six blind persons ( in purpose of a conduction and success of researcher in doing personal interviews) thirty people of the blind and half blind who live in Tehran have been chosen for the interview by target.Based on the results from the research, most of the city facilities in Tehran city are unreachable. In designing thoroughfares and places and offering city services and facilities, the attendance possibility, safe and independent enjoying of the blind were not considered.Coming and going in the city and lack of safe feeling and difficulty in their coming and going are the most important problem of the blind. These problems influence of all aspects of their lives and prevent their rights from becoming true. The works which have been done till now for adjusting the environment are also full of defects because the priority and the needs of the blind were not considered they do not consult with the blind and utilizing their opinions in the accomplishments and there is no supervision on these works, and nobody get information to other citizens in this field. So none of these has any significant influence on accessibility of the blind to city facilities. In addition to all physical obstacles, cultural weakness is also an important problem which hurt the blind and other handicaps even more than those physical obstacles. So all of these problems make the accessibility to city facilities difficult for the blind, and prevent them from attending in the society.
