- چکیده
- امروزه از واژه توسعه برداشت ها و تعریف های مختلفی ارائه شده است ولی به طور کلی، هدف هر برنامه توسعه بهبود شرایط زندگی مردم با توجه به پارادایم فکری حاضر بر نظریه محوری مورد استفاده جهت تحقیق و پیاده سازی توسعه است . در یک نگاه جامع می توان افق توسعه را سند چشم انداز که در برگیرنده شرایط بومی و متعارف جهانی از مفهوم توسعه است دانست که همراه با محوریت عدالت به دنبال ارتقا ایران به سطوح بالای توسعه در منطقه است . به روشنی می توان دریافت که بی توجهی به توسعه پایدار از لحاظ اقتصادی، اجتماعی، زیست محیطی و فرهنگی، چه در سطح خرد و چه در سطح کلان نمی تواند متضمن توسعه اصولی باشد و اگر هم به گونه ای تصمیم گیری شود که به کمک درآمدهای نفت و گاز اقتصاد کشور را با رشد نسبی مواجه کرد باز هم با تغییرات تقاضای این مواد در بازارهای جهانی، رشد اقتصادی کشور دچار نوسان شده و در نتیجه هرگونه سیاست گذاری کلی و بلند مدت بی نتیجه خواهد بود. تحقیق حاضر با هدف بررسی تأثیرگذاری شکل گیری منطقه ویژه اقتصادی انرژی پارس بر روند توسعه شهرستان کنگان انجام گرفته است. در این تحقیق چهار عامل به عنوان شاخص های توسعه مورد بررسی قرار گرفته است. عوامل مورد تحقیق به صورت خلاصه بررسی تأثیرگذاری شکل گیری منطقه ویژه اقتصادی انرژی پارس بر روند توسعه اقتصادی، اجتماعی،فرهنگی و زیست محیطی شهرستان کنگان است. همچنین برای بررسی اثرات شکل گیری منطقه ویژه اقتصادی انرژی پارس بر روند توسعه شهرستان کنگان برای استخراج شاخص های توسعه از ادبیات تحقیق و صاحب نظران استفاده گردید و روایی ابزار بکاربرده شده در این تحقیق مورد تایید اساتید راهنما، مشاور و خبرگان قرار گرفت. برای پایائی از آزمون آلفای کرونباخ استفاده گردید. فرضیه های تحقیق با استفاده از آزمون T - استیودنت مورد آزمون واقع که همه آنها تاییدگردیدند و درنهایت برای بررسی یکسانی اولویت عوامل از آزمون فریدمن استفاده شد که این آزمون نشان داد عوامل از اولویت یکسانی برخوردار نیستند.
- Abstract
- Today different understandings and definitions have been derived form the word "development", but generally the goal of every development plan is to improve people's life conditions in accordance with thought paradigm and on the basis of a pivotal theory which is used in the achievement and the implementation of development. In a comprehensive view, the horizon of development outlook can be found on containing local and global conditions which seek to succeed Iran at the high levels of development in the region, while focusing on justice issue. We can clearly find out that neglecting stable development from economic, social, environmental, and cultural dimensions doesn't guarantee the basic development on both micro and macro level, even if it is planned to help the country's economy to achieve relative growth by means of gas and oil revenues, because the country's economic growth can be fluctuated due to demand changes of these materials in the global markets, and consequently any general and long-term policymaking would be in vain. Development indicates goal and the means of changes and simultaneously draws the prospect of a comfortable, newer, and spiritual life from material point of view and more efficient life from technological point of view in a group of required means to achieve this prospect. It should be clearly admitted that development includes material, spiritual and mental realities on which the society tries to provide the means of a better life through combining economic, social, and institutional processes. The current research has been carried out to study the impacts of Pars Special Economic Energy Zone on the development process of Kangan city. Four factors have been used as development indexes in this research. The researched factors briefly study the impacts of Pars Special Economic Energy Zone on the development process of Kangan city. Also, the review of literatures and knowledgeable' points of views have been used in this study, and the effectiveness of the tools used in this research has been verified by the supervisor of this thesis. Also, Koran bah Alfa test has been used to show the durability of the research. The research hypothesis test was proved by using T-student test. Finally, in order to study the sameness of factors priorities, Friedman test was used. This test showed that the factors don't have same priorities.
